ABSTRACT
This white paper introduces the Cognitive Quantum Intelligence (CQI) Framework — a structured methodology for diagnosing, restoring, and elevating sovereign cognitive function across individuals, teams, and institutions. Drawing on principles from cognitive science, systems theory, and geopolitical intelligence, the framework provides a rigorous basis for understanding how cognitive sovereignty is eroded and how it can be systematically reclaimed.
The paper outlines the BAPNA Engine, the Society's proprietary diagnostic and calibration architecture, alongside the four Collective Sovereign Mission pillars that operationalise the framework in real-world contexts.
